Unfortunately you can't get it without getting the Mystery Gift or cheating (hacks). However if you want the Mystery Gift that bad you can: A) Hack (if you use this method it won't work on spear pillar so you wouldn't find Arceus) b)Go to Jublife city and into the TV station. On the 3rd floor you'll find a man standing beside a woman. Talk to him and answer his first question as "Everyone" and "Happy" then his second as "Wi-Fi" and "Connection". Then if he says "I can hook you up for a Mystery Gift" you just need to restart your DS and go to the games main menu screen and see Mystery Gift where you can then do something to get the Azure Flute. Note: I may take several tries to work!
Sorry the bad news is that you ....can!first obtain all four underground shards. Then obtain all the elemental plates. Finally go to any poke-mart and talk to the man with the green suit. Then there you go,one azure flute
You get the azure flute by going to jubilife city then go to the tv place with the third floor in it and save the game data buy the two people the girl and boy, then you turn the game back on and see is you got a mystery gift. Stand next to the girl. That should help, if it dose not work don't go crying just cheat and get the action replay hoped that helped =]

Don't listen to him!!!! Pressing L + R, + start and select during the game will just delete all of your game data! I tried it, and I turned off the power just before it was all deleted. Plus, don't waste your time on all of the other things, because those don't work either.
Ok this worked for me go to jubilife 3rd floor tv station talk to the man by the girl and hell ask 2 questions 1st answer- everyone happy 2nd answer- wifi connection hell sat you get a mystery gift save your game and at the menu another option says mystery gift I tried getting it but it wont work so I wish you luck on that part my friend :\ *is getting friend to help with the no gift found problem*

You need to get a cheat code and get a Azure in calabur how ever you spell it. A man in the store will give you a Azure flute and you need go where you caught Dialga or Palkia an go to the triangle symbol and use it. Save before you battle.

The wi fi mystery gift thing gets you the mystery gift. But you have to wait for the one you want. I got jirachi, shaymin and darkrai and there a jirachi on wi fi now so hurry if you want it!!!
P.s. Arceus was given out as an event. You can get it with action replay and the last arceus event is coming in like a year. There's a myth that if you get all 492 pokemon, go to pal park, migrate a lvl 100 party with ultimate rare pokemon like charizard, mew, celebii etc and go to the lake with all 16 plates and a lvl 1 arceus will appear. I don't know if its true coz I think that its action replay

You get the Azure Flute in Sky Pillar in Emerald Version (GBA). You get the flute by beating Rayquaza. After that a poke ball will appear where rayquaza waz.pick it up & bada bing bada boom 1 shiny flute in your bag. Give it to a pokemon and transfer 2 d/p/p obtain.
You catch unknown a-! Catch entei talk to dawn/lucas on your birthday after elite 4 and during last part of message hold l+a+b save press new game save then talk to your mom she will say something get all pokemon sinnoh pokedex beat elite4 with your 1st pokemon holding griseous orb fly taalk to dawn/lucas they will say thank you and offer your old file back if you win a battle vs. Them beat them they will give your file back check 2nd pokemon item take it from them press select 45 min. Then save turn back oncheck item again and poof you have an azure flute
